Muntinlupa BPLO Chief Llamas called to be jailed by Duterte supporters
Residents of Muntinlupa City are getting impatient over their mayor's inaction on complaints against the head of Business Permits and Licensing Office, Gary Llamas.
Supporters of President Rodrigo Duterte's war on crime and corruption have told us that they are frustrated that Muntinlupa Mayor Jaime R. Fresnedi continues to coddle Llamas. Fresnedi has ignored hundreds of complaints about Llamas corruption sent to him by small business owners and ordinary citizens. In fact, Fresnedi has failed to even acknowledge the complaints, a definite violation of the anti-graft and corruption law.
The bulk of complaints against Llamas come from large and small business owners who claim that the BPLO chief refused to release their permits and license unless they paid a bribe.
Llamas reportedly assesses business owners an exorbitant tax rate without basis and then asks business owners to pay him a bribe in exchange for lowering the baseless tax assessment. If business owners do not pay the bribe, Llamas withholds their license and threatens to have their businesses closed.
Among those who were forced to pay bribes to Llamas were:
- A company selling cars paid P700,000
- A small food service company paid P500,000
- Several hardware and construction supplies companies paid bribe amounting to millions
Perhaps the most visible effect of Llamas corruption is that Sharp Philippines is thinking of moving out of Muntinlupa!
Even worse, our guy Llamas figured in a widely publicized report in 2014 where he was tagged as a protector of illegal gambling:

According to the TV Patrol report, operators of the illegal numbers game in Muntinlupa make at least P1,000,000 a day and Llamas gets at least P100,000 for protecting them.
Muntinlupa Mayor Fresnedi has likewise kept quiet about this issue against Llamas and even refused to look into the matter. No investigation was conducted by Fresnedi on Llamas and this is why Llamas continues to operate with impunity.
Thing is, Llamas operations look clean compared to Fresnedi's other untouchable... A guy by the name of Ariel Dolleton.
Dolleton is the Department Head of Environmental Protection and Natural Resources Office of Muntinlupa.
