Duterte accuses abuse of assets for Philippine misery and says nation is losing up to 2 billion pesos a day. 

DAVAO CITY – President-choose Rodrigo Duterte faulted the abuse of open assets as the purpose behind "such a great amount of wretchedness" in the Philippines, saying that it is costing the nation up to 2 billion pesos for each day. 

In a speech at his thanksgiving party in Davao City on Saturday (June 4), Duterte named the Department of Traditions and the Department of Internal Revenue (BIR) as two government offices where abuse of open assets is rampant.

"You know there is such a great amount of hopelessness in our nation today. What damages is we have the cash. In the event that we simply gather it and spend it effectively," he said. 

“Dito sa (Bureau of) Customs on any given day we are losing about 300 million (pesos). [It’s almost the same with] BIR. Actually we are losing about 1 to 2 billion (pesos) a day,” he added.
